People from Nyakabiga III complain why the streets’ pavement activities in this area haven’t yet been undertaken as they were the first to contribute for this project. Today, they wonder why other streets have been paved- by Yves Didier Irakoze
“We were the first to pay an amount of 50,000BIF per house for the pavement project. But more than three years have gone without any result,” complains N. Déo living at Nyakabiga III. Joseph Kandeke living in the same quarter complains that some streets of other areas in the same quarter are paved.
Jean Gahomera on his side states that they don’t understand what is happening. “Sometimes, we think that our contribution fees have been used for other activities or paving other streets of Nyakabiga I and II,” he states.
He regrets to see that other streets are very clean while their own are not already be paved. He asks himself what the commune is doing to pave the area very quickly and why they don’t have any relevant and reliable information of what is happening or what has happened.K. Josée can’t imagine why the project is taking so long to start so that they can benefit of the good roads like other people.
The Administrator gives hope
The Administrator of Nyakabiga Commune asks people to be patient because soon the roads of Nyakabiga III will be paved. He also states that ABUTIP, an Agency in charge of Public Work has informed him that the studies on the ground have been carried out by INFRAMAD, a Malagasy Engineering Company Charged of Technical Studies and Supervision of Road Pavement Activities at Rohero, Musaga, and Nyakabiga in Bujumbura City Council. “We hope that soon in September pavement activities will start,” states Eric Nkurunziza the Administrator of Nyakabiga Commune.
He recalls that the contribution fees were not enough because there were some who hadn’t yet paid and other new people who came to live in the quarter after having collected the contribution; now everybody has already paid. He also mentions that even SOS which takes care of orphans has given its participation fees because it will take advantage of the project. “We have collected an amount of 300,000BIF to add to the amount required and the whole sum has gone to PTPGE a project in charge of Public Work and Urban Management so that it can offer the market to reliable institutions like ABUTIP and INFRAMAD,” declares the Administrator.
Concerning other streets of Nyakabiga I or II not yet paved, the Administrator has said that he is sure that they will also be paved because CTB, the Belgium Technical Cooperation the one which funds the two areas is ready to restart the activities. “CTB has done the first part of the work to pave Nyakabiga I and II. So, they will pursue the pavement activities. They will start the second phase very soon. We have discussed and they have already launched the bid. To mean that activities of pavement for the remaining streets will start at any time, we have to wait patiently and see what is going to be done,” he concludes.
