The 20th EAC Summit of Heads of State scheduled on 30 November in Arusha, Tanzania has been postponed to 27 December. The main reason of the postponement is the lack of quorum due to the absence of Burundi government.
According to the treaty of EAC community, all Heads of State must be present or represented. Apart from the Burundian President or Burundi government that had not responded to the invitation, other member countries of the EAC were represented.
Ugandan President and current EAC Chairman Yoweri Kaguta Museveni, Tanzanian President John Pombe Magufuli and Kenyan President Uhuru Kenyatta were present in Arusha. Rwanda was represented by its Minister in charge of foreign affairs Richard Sezibera and South Sudan sent its Minister of Commerce and Industry.
On 24 November, Burundi President Pierre Nkurunziza had asked his Ugandan counterpart to postpone this summit. In his correspondence sent to him, President Nkurunziza explained that Burundi needed time to prepare for this summit as he had received the invitation letter one week before the summit.
