« La CENI souhaite lancer l’actualisation de la cartographie électorale car les élections approchent. Cette activité a pour objectif ultime la révision du fichier électoral », a déclaré le président de la CENI, ce mardi 8 avril.
Quatre raisons expliquent cette révision. Premièrement, certains citoyens qui n’avaient pas l’âge de voter en 2010 auront acquis la majorité électorale en 2015. Deuxièmement, un bon nombre de Burundais récemment rapatriés des pays voisins et, d’ailleurs après 2010, auront le droit de se faire inscrire pour voter en 2015. Ensuite, pour des raisons diverses, certains citoyens burundais ne résident plus, peut-être, là où ils étaient en 2010 et partant se feront inscrire dans le lieu actuel de résidence.
Enfin, des cas de décès d’électeurs de 2010 sont intervenus.
Cette activité s’ouvrira mercredi 9 avril par une séance d’information à l’intention des responsables des partis politiques. Pierre Claver Ndayicariye, président de la CENI, a indiqué qu’il est encore trop tôt pour se prononcer sur la question de la candidature du président Nkurunziza.
Signalons que l’actualisation de la cartographie électorale est une activité qui consiste en l’identification de nouvelles infrastructures devant servir de lieux d’enrôlement des électeurs, de lieux d’affichage des listes provisoires et de bureaux de vote pour les élections de 2015.
Je demanderais à Ndayicariye de diminuer le volume et le ton de sa voix quand il parle. Nous n’oublierons jamais comment il a dirigé et géré le hold up électoral de 2010. Au lieu de nous promettre des miracles en 2015, un mea culpa serait une preuve d’humilité.

I would like to tell you that this will never work because what is in Burundi is a system and not one person. There is a system made of burundi of all tribes and of all walks of life. So one person out of the buss , the buss conitues it journey ….. and the unity prevails…

about the president nkurunziza being absent to the memorial of genocide in rwanda ,it is a huge issue because it would have shown that even if he is a Hutu he acknowledges the genocide against tustis in rwanda , he knows better where ethnic discrimination leads to, even if for some reason he could not make it, he should have made a speech to support and tell the Rwandese he is mourning and remembering with them, but i doubt he would still get support from the hutus extremists, on can also think he is a hutu extremists

Where is it written in the law that a Burundian president should make a speech about Genocide in Rwanda ? I do not find it logical to live by unexplained traditions. I have never heard any Rwandan leader having a speech about 1972 mass killing against one tribe in Burundi , Ndadaye killing or Ntaryamira killings in order to show support to Burundians ?
Even the USA leader did not make any declaration about it … I am very sure that you have never been bereaved of anyone , because all genocide suvivors do mourn in the heart… we are never conforted by empty speeches of any politician in the world …. I really commend burundian presidend for that so he has to do it of his free will … and for the record, he sends his vice president and at the same time I have never seen any rwandan minister to support Burundians about the Ntaryamira memorial … there should be mutual respect between the two countries …

It means that Burundians are more united than any other period in the history, there is a governing system made by all in Burundi, so in other words there is a system there is not a person. We have seen it in neighboring countries where there is a person, a person dies or is out of the bus and the buss stops and chaos is the result of it …. the same can never happen in Burundi.

Cette actualisation du fichier électoral témoigne bien que le gouvernement burundais ne contrôle pas le mouvement de sa population. Il ne la connaît pas.
Sous d’autres cieux chaque citoyen est enregistré au service de population, on enregistre les naissances et les décès , on sait qui sort , qui entre et qui se déplace vers où.
Comment voulez-vous que nos gouvernements développent une population qu’ils ne connaissent pas? Comment voulez-vous qu’il y ait de la sécurité dans un pays où on ne contrôle pas le mouvement de la population.
